Update: Charges Dropped Against Brandon Massage Parlor Operator
The operator of Blue Danube Spa was not in violation of a county ordinance against unlicensed sexually-oriented businesses, the Hillsborough State Attorney's Office said.

A charge was dropped against the operator of Brandon's Blue Danube Spa who had been accused of violating a Hillsborough County ordinance against unlicensed sexually-oriented businesses, the Tampa Bay Times reports.
The Hillsborough State Attorney's Office dropped the charge against Hui Juan Xu, 43, in April, saying that legitimate massage parlors are not considered sexually-oriented businesses in Hillsborough and are not required to obtain those licenses.
The operators of two Brandon massage parlors are charged with running "sexually oriented businesses" following an undercover sting operation, the Hillsborough County Sheriff's Office reports.
Investigators targeted Daily Health Massage, 1745 E. Brandon Blvd., and Blue Danube Spa, 210 S. Kings Ave., after receiving "several complaints from citizens" that the businesses were conducting acts of prostitution, the sheriff's office said in a media release.
Detectives sent a confidential informant into the businesses sometime around 10:45 a.m. Monday to request a "table shower," in which a customer would get nude and would include a body scrub and a sex act.
Table showers are a violation of a Hillsborough County ordinance that prohibits "physical contact in the form of touching, wrestling or tumbling" when one or more of the persons is semi-nude.
Linping Zou, 54, of Wesley Chapel, operator of Daily Health Massage, was charged with prostitution and violating the county ordinance.
Hui Juan Xu, 43, from Blue Danube Spa, whose address was not listed in the sheriff's office report, was also charged with violating the ordinance.
Both were being held in jail Monday.
